(2018年7月12日)虽然时隔9年、涉及前朝国阵政府的“鲉鱼潜艇军购获回扣”(Scorpene)舞弊案,距离真相揭露相信已经近在咫尺了。

今日,配合法國7月14日國慶日而接受《馬新社》訪問的法國駐大馬大使弗德烈拉柏蘭奇指出,大馬與法國司法當局針對購買有爭議的法國鲉魚型潛艇(Scorpene)的調查,進展順利。

他說,兩國在上述事件調查中順利展開合作。

“法國和大馬司法當局的合作良好。他們已經聯繫大馬新任總檢察長,我感覺雙方有強烈的合作意願。當局正處理相關課題。”

不過,他也向《馬新社》透露,由於這屬於法國司法領域下的課題,他不能透露進一步詳情。

根據報導,國防部長莫哈末沙布上月指出,內閣將商討是否將成立工作隊,調查前首相拿督斯里納吉在2002年擔任國防部長期間,我國購置法國潛水艇的事件。

當時,納吉監督上述向法國海軍造船廠(DCN)購買2艘鲉魚型潛水艇及1艘阿哥斯塔(Agosta)潛水艇的交易,價值近10億歐元(約47億1931萬令吉)。

早前,財政部在官方臉書發文指出,法國駐馬大使弗德烈拉柏蘭奇蒞臨布城財政部,拜會我國財長林冠英之際,證實法國仍在調查「鮋魚潛艇軍購案」。

貼文寫到:「拉柏蘭奇對於大馬希盟新政府,致力於透明化作業,並且揭發金融醜聞的舉措,除了給予全力支持,也認為真相及公義應獲得彰顯。」

「法國駐馬大使也證實一項好消息,法國司法單位依舊沒有放棄追查,涉及10億法郎(52億8000萬令吉)的鮋魚潛艇回扣貪腐醜聞。」

法國政府是在我國人權組織人民之聲投訴,指法國政府所擁有的軍備公司DCN國際(DCNI)在交易後,把一筆5160萬令吉的佣金繳付給了一家和納吉有關聯的公司後,而對這項軍購案展開調查。

人民之聲也宣稱,蒙古女郎阿爾坦杜雅於2006年在我國被冷血殺害毀屍一案,也和這宗潛艇軍購案有關。阿爾坦杜雅是遭人朝頭部開兩槍斃命後,再以軍用炸彈炸毀遺體。

涉及大馬與法國的「鮋魚潛艇軍購案」,是在前首相納吉於2002年出任國防部長期間,所達成的交易。但納吉多次否認自己曾從這宗軍購交易中抽取佣金,法國金融檢察官也在跟進調查此事。

調查人員也把納吉出任國防部長時的國防幕僚阿都拉薩巴京達,列為調查對象之一。

Today, in an exclusive interview by Bernama recently, held in conjunction with the France National Day celebration observed on July 14, French Ambassador to Malaysia, Frédéric Laplanche, pointed out that Malaysia and the French judicial authorities are targeting the purchase of the controversial French squid submarine (Scorpene). The investigation is progressing smoothly.

He said that the two countries have successfully cooperated in the investigation of the above incidents.

“The cooperation between France and the Malaysian judicial authorities is good. They have contacted the new Attorney General of Malaysia. I feel that there is a strong willingness to cooperate. The authorities are dealing with related issues.”

However, he also revealed to Bernama that since this is a subject under the French judicial field, he cannot disclose further details.

According to reports, Defense Minister Mohamad Sabu said last month that the cabinet will discuss whether a task force will be set up to investigate the incident of the purchase of French submarines by former Prime Minister Datuk Seri Najib during the 2002 defense minister.

At that time, Najib oversaw the purchase of two squid-type submarines and one Agosta submarine from the French Navy Shipyard (DCN), worth nearly €1 billion (RM4.7 billion). .

Earlier, the Ministry of Finance official Facebook page issued a post stating that the French ambassador to Malaysia, Frédéric Laplanche, came to Putrajaya Ministry of Finance to meet with Finance Minister Lin Guan Eng, confirming that France is still investigating the “squid submarine arms purchase case”.

The post reads: “Labaranchi is committed to transparency and the financial scandals for the new Malaysian government, and in addition to giving full support, the truth and justice should be recognized.”

“The French ambassador to Malaysia also confirmed the good news. The French judicial unit still did not give up the tracing, involving a squid submarine rebate corruption scandal of 1 billion francs (RM5.28 billion).”

The French government is complaining by The Voice of The People, a human rights organization in Malaysia that the military company DCN International (DCNI) owned by the French government paid a commission of RM51.6 million to a company associated with Najib after the transaction. And the investigation of this military purchase case has begun.

The Voice of the People also claimed that the Mongolian girl Altantuya Shaariibuu was killed and murdered in Malaysia in 2006 and was also involved in the submarine arms purchase case. Altantuya was shot dead by two at her head and then bombed the body with a military bomb.

The “Scorpene Submarine Arms Purchase Case” involving Malaysia and France was a transaction reached during the period when former Prime Minister Najib became the Minister of Defense in 2002. However, Najib repeatedly denied that he had drawn commissions from this military purchase transaction, and the French financial prosecutor was also following up on the matter.

The investigators also listed Najib’s national defense aide, Abdul Razak Baginda, as one of the respondents.
